Permits and Compliance in Manhattan Beach

All permits run through the City of Manhattan Beach Community Development Department — not LADBS. Manhattan Beach operates its own building department. Plan check for most residential landscape projects runs two to four weeks. Projects involving grading, structural hardscape, or coastal zone elements take longer. Properties west of Valley Drive generally fall within Manhattan Beach’s coastal zone. Landscape projects involving grading or structural elements in the coastal zone may require a Coastal Development Permit under the California Coastal Act. We confirm coastal zone status at the initial site visit and file all permits simultaneously. Manhattan Beach Municipal Code Section 10.60.070 establishes sustainable landscaping standards for most new residential installations. Pool surrounds and water feature plantings designed as part of the landscape composition from the first site visit. When the pool and the garden are designed together, the result reads as a unified outdoor environment rather than a pool with things placed around it

Sand Section — Direct coastal exposure.

Properties on walk streets near The Strand and Marine Avenue face year-round salt air, Pacific wind, and marine layer. Plants that perform beautifully two miles inland fail within a season here. Hardscape materials corrode. We specify every plant and every surface against actual coastal exposure conditions — not the USDA zone number for the ZIP code

Hill Section — Elevated, wind-exposed, view-oriented.

Properties off Manhattan Beach Boulevard and Laurel Avenue sit on terrain with natural grade and Catalina views. Planting compositions here frame the view rather than blocking it. We specify every species at its mature height against the view axis and against the wind exposure at elevation before anything goes on the plan.

East Manhattan Beach — Larger lots, suburban scale.

East of Sepulveda Boulevard. Larger footprints, more outdoor space, and a quieter character than the beach sections. Manhattan Village is the only gated community in the city with its own HOA review process. Design here can be more expansive — the lot dimensions support it
